Explanation of the ArchitectBeyond the adjacent dunes, beyond the city nearby, the Court rech the dimension of the world of ideas. The institution is the highest representative of universal justice and it should express ist ideological commitment architecturally. The reference and the context are the world itself and it should project itself towards ist. The sea, universal highway, is the refeerence which to address. The program is organised into three buildings united at their base around a large central space. (...) The interior space protects. This is a regulated space. Aspace of controlled access. (...) The centrality radiates institutionalism, importance and confidence in international justice. |
Opinion of the JuryThe design concept shows three irregular shaped building parts surrounding a central area being sheltered by a common roof. The Jury found this concept very impressive. The cut defining the main entrance allows beautiful views through the building into the landscape. Separation of the organs as well as unification of the court as a whole are provided in an excellent manner as far as the image is concerned. In the interior layout the separation would not foster interaction and communication. The closed facade and the massive building volume create a rather self-contained appearance. The spatial and functional programme is fulfilled in general. The irregular floor plan layout limits flexibility. Especially the conference cluster is not feasible. The extensions are not convincing. The allocation of the courtrooms in an exclusive level on top was found excellent. Not convincing are the tunnel- routes underground without daylight. The energy concept is insufficient. The influence on reducing is high, so it might fit into the budget. |
