Explanation of the Architect

Instead of proposing a single memorable shape, our project, consists of a visible core – a delicate stack of courtrooms – loosely wrapped in a single band of offices. In this way, ICC’s core mission is always exposed (visible) to the public, while the beauties of site and view are offered to all the major actors in ICC’s complex process. The looseness of the wrapping defines a larger courtyard adjacent to the core which organizes access to the various parties (flows). By changing direction and extending away from the center, the office bands explore the qualities of the site and at the same time offer degrees of autonomy and recognition for the three major components.

Opinion of the Jury

The design provides a unique and independent, nearly dramatic image. It is an artefact, quite autonomous in its logistic and the mentality is very convincing to the Jury, but maybe too high. The concept is able to reflect the Court's value. The ICC’s core mission is exposed to the public in a generous gesture. Nevertheless some Jury members found it having an industrial image, looking like a factory. This might be due to the model, which is to abstract. The Jury fully appreciated the explanations of the authors; they speak of a 'workshop for justice'.

Separations and identities of the different functional areas are rather ambiguous because of the building typology. The spacious and transparent entrance creates an open atmosphere. The offices are organised in a conventional two row room system; modifications within this strict basic figure are difficult. So it is not an easy project for changes. The entrances are combined. The Jury was concerned about the capacity.

The efficiency of the project lacks because of its loss of space due to the sloping elements. Also the maintenance was found above average.

Evacuation is a problem and needs further staircases which might lead to an other image.

The cost estimation is worked out very well; it is above the budget. A comprehensive general study on climate and lighting aspects is provided, but the Jury found this rather theoretical.
