Thank you for the interest in the architectural competition for the permanent premises for the ICC. At this spot you can ask queries concerning the application procedure and the competition. The queries will be answered in co-operation with the manager of the competition as soon as possible.



Do the teams composed by architects and engineering company are allowed to participate to the competition?

Invited for application are only architects - individuals, legally associated groups of architects, ad-hoc teams of different architectural companies or legal persons, created to provide architectural services. In the next step, the selected architects who will be invited to take part in the competition (= the participants) will be recommended to team up with experts of the most important fields as structural engineering, energy design etc.

Involvement of engineering services of the International Criminal Court?

The first stage of the procedure is the 'call for candidature' (= stage 1). The call for candidature is addressed exclusively to architects (!). That means only architects are requested to submit an application. Among the applying architects 20 architects will be selected who best meet the criteria laid down in the announcement. These 20 architects will be invited to take part in the competition (= stage 2) and will be asked to provide a design concept (=competition entry). The 20 participants will be published on the internet forum.

In stage 2 the selected architects (= participants) will work on their design concept (competition entry). In the interest of an integrated concept they will be strongly recommended that they work closely together with expert engineers from the most important disciplines (such as structural engineering, building services, energy consulting) from the outset of the competition entry. In other words: in this second stage the architects shall involve their proposed team of engineers and specialists.

Stage 3: Once the competition is over the client - who will be the ICC - will enter into negotiations with the three prize winners. The aim is to conclude a general planning contract with the architect as design team leader with the best tender for the commission for the architectural and technical work and who best meets the contract conditions; it is intended that the general planning contract will include the expert engineers from the most important disciplines.

Involvement of engineering services for only one or several architects?

Each legal entity of engineers and/or specialists can support more than one architect team; this is an internal affair between architects and specialists. But it is strongly recommended that the architects agree.

I have been informed that an internal publication has been produced about the ICC premises. Could you send us a copy of this?

We do not possess an internal publication about the ICC premises. All information necessary for the application is provided on the internet platform. It is up to the applicants to visit the linked websites for additional information.

I would like to enter the Permanent Premises of the International Criminal Court.
What is necessary to register?

In the outline of the competition, is the one in the homepage all?
Can the outline of the addition be gotten by registering?

The architectural design competition for the new premises of the International Criminal Court is organized as a restricted anonymous project competition in one phase with an open application / selection process in advance. The Jury will select 20 architects to take part in the competition; the selection will be made exclusively on the basis of the information and declarations in the application form and the images on (reference) project/s submitted by the applicants and exclusively by the who best meet the selection criteria, which are published in the announcement.

Therefore it is necessary to submit an application based on the application form provided on the website www.icc-architectural-competition.com together with the requested images on realized projects. Only the 20 selected architects (see above) will enter the competition. And exclusively these 20 architects will get the competition brief with all necessary information for the design work.

The notice in the OJEU states that the due date for our materials is the 14th of March, and in the document on the ICC web site, it states April 1.
Could you please tell us which date is correct?

The deadline for the application is 1st April as mentioned in the announcement.

Are we allowed to include projects that are currently under construction? We have two very relevant projects that are being built and we would like to include them in this section. Also, regarding the planning phases, is this in regard to construction/implementation planning?

In the box under item 3.1.1 you can of course put projects under construction. In this cases the planning phases that have been already finished will be asessed (please indicate). But for the as-sessment of architectural quality please put only images of completed projects on the reference sheets.

When will it be possible to know who is jury member? This is an important parameter for deciding if our team is confident or not to participate to this competition.

It is intended to nominate an international jury that consists of architects and deputies of the client and the host state. The request for the architect members of the jury is still running. Due to this please understand, that we can not announce the names at this moment.

How many copies of the printed proposal should be sent?

Only one copy of the signed print-out is requested.

There are restrictions on the size of email message that can be sent and received by most email systems. Due to the large file size of the application document to be emailed, is it acceptable to provide a link to an FTP site where our proposal can be downloaded by the Rgd/ANP Competition team?

The maximum size of the files/emails are laid down on the competition website:

  • as pdf-file max 150 dpi or 3 MB per page, files not to be provided with write/print protection; or - as an exception
  • as tif: max. 150 dpi at format A4 (297 x 210 mm)

The exceeding of this sizes is unfortunately not possible and is also not necessary for the requested 3 pages.

Can you please send us the above mentioned criteria of selection.

Please find the criteria in the announcement, Clause III.1.3: "From the eligible applicants, the Ju-ry shall select up to 20 participants to be admitted to the competition. The Jury will assess the applications based on the following quantitative and qualitative criteria, listed with their weight ...": Experience and expertise with comparable projects since 1998 (weight 30 %); Reliability (total weight 20 %); Architectural quality (total weight 50 %). In detail see announcement, Clause I-II.1.3.1 and 1.3.2.

Where is the site? Is it possible to get a site-plan/map with readable urban conditions?

The ICC aims to realize their new premises on a location situated on the corner of the Alkemade-laan on the Oude Waalsdorperweg in the northern part of the Hague. The site is currently used as military barracks ('Alexanderkazerne').

What materials/plans have to be submitted? In what quantities? How detailed the proposal should be?

The deliverables will be floor plans, sections, elevations (all to scale 1:200), a facade detail (to scale 1:20), perspectives, a model (to scale 1:500).

Is all the competition process anonymous or only parts?

Yes, the competition will be anonymous until the final decision of the Jury.

Who are the members of the jury?

Unfortunately the list is not finalized yet.

Are we allowed to assist an architect with our engineering services in case we will be awarded with the contract for the Technical Brief of the ICC Permanent Premises?

It is not possible to assist an architect participating in the design competition in case the engineer is contracted as consultant for the Technical brief. This contradicts the principle of equal chances.

We want to inquire the level of detail for which you would like us to supply the information on the ICC Application. Specifically regarding sections 2.2, 3.1.1, part B of 3.1.2 and 3.2. Can you please provide some clarification in these sections? As the list for each section can become very long and very extensive to review

section 2.2: If you provide a single application: If applicable, please name the partners / associates (holders or owners, not the employees) of your architectural firm / company (in case of 'legally associated groups of architects' and 'legal persons'). In case of an ad-hoc team application: Each team member should name the partners / associates analogous to the requirements mentioned for single applications.

3.1.1 Experience and expertise/Reference project/s
The number of reference projects is up to you (therefore you can add lines in the box), the minimum requirement is one building or complex of buildings of at least 20,000 qm total gross floor space and comparable functional complexity and implementation of the project in several planning phases (since 1998).

3.1.2
Please follow the specifications mentioned in the introduction to the application forms on the website. Please give all required information as briefly and significant as possible.

3.2 Architectural quality
As mentioned above (3.1.1) the number of the projects in the images is up to the applicant. The number is not decisive. Decisive are the quality of the presented projects and therefore the means by which this quality will be made visible. The reference sheets must not exceed 3 A3 pages.

Regarding section 2.1 in the rfq application and information, for an ad hoc team what constitutes a "legally associated group of architects"? and what proof of affiliation must adhoc teams provide to meet the application requirements?

A "legally associated group of architects" is e.g. a Ltd or a partnership under the Civil Code. Ad hoc teams have no legal foundation; they are composed of autonomous architects / firms e.g. exc-lusively for participation in this competition. A proof of affiliation is not necessary.

I would like to know if there any tax for the application?

No.

While the introduction to the application section B 'Application by eMail' mentions an 'A4 format'
We assume you mean:
(1) Copy of the application A4 Vertical Format (printed and email version) (1) Copy of the (3) A3 pages for project images Landscape format (printed and email version) Please verify whether this is single sided or double sided (one side equals one page?) For the printed copy shall we bind the application together with the A3 pages?

The A4 does not relate to the format of the pages, but on the resolution of the image files. If you use a tiff (instead of a pdf-file) the size of the file should not be bigger than 150 dpi in relation to an 'imaginary' A 4 page (what is about 3 MB). The paper size of the application forms has to be A4, of the reference sheets A3. Alle pages should be single sided.

The printed application forms can be put together with the A3 pages.

We would like to get clarification to paragraph III 1.2 of the announcement. If there is more than one application from the same group, ad-hoc team or legal person, all parties involved will be excluded". We understand that this concerns multiple applications of the exact same ad-hoc team. Is is therefore still possible for Architecctural firms with multiple branches to team up with different architecture firms in more than one ad-hoc team?

'Multiple applications' in the sense of Clause III 1.2 – beside those from the same group, ad-hoc team or legal person – are also those, that are provided by the applicant's dependent branches. Decisive is the economical and legal independency of the several branches. This independency is not given, if the several branches are held by the same owner and/or are run by the same management.

The table 3.2 b asks whether an image has been attached. We could attach an image as we have not listed these buildings in other questions, however this would then take us over the 3 A3 pages limit. I have spoken to someone at ANP and they have said it is not necessary to list images. Please can you confirm whether this is correct?

Images are to be attached only of buildings realized - at least one has to be a reference project. The images shall visualize the architectural quality of the applicant's work. The mark in the 'competition'-table serves only for identification, if a project in the images is the result of a successful competition. The 3 pages A3 limit is binding.

What to fill in the application form in column 7 (3.1.1 experience and expertise, reference project/s).
Do we need to mark it with an * in case we use images on the A3 or do we need to fill in something else (in case of something else please let us know what you mean)?
The same question for table 3.2.b (Successful participation in competitions, column 6)

The columns 7 in table 3.1.1 and 6 in table 3.2 b serve only for identification if one of the there mentioned projects is presented on the reference sheets.

Is it allowed to mention reference projects which are only studies ?

The assessment of the criterion 'architectural quality' will be made exclusively on the presented realised reference projects.

Is it allowed to mention projects in table 3.1.1. (reference project/s) which are smaller than 20.000 m² ? Or do we need to fill these in table 3.2.a (architectural quality of realised projects)?

In table 3.1.1 are only projects to listed, that are contain at least 20,000 sqm total gross floor space and comparable functional complexity and implementation of the project in several planning phases. Table 3.2 a is provided for other projects, not necessarily comparable with regard to the size or complexity.

When ist he deadline for the posted applications?

Deadline is 1 April 2008 for submission by post (postmark or handed over to a delivery service). Applicants are responsible for meeting the final deadline. If need be, they must prove by written notice of receipt that they handed over the application in good time to mail or appropriate express service.
